Illinois Gov. J.B. Pritzker has ordered all state residents to remain in their homes except for essentials. Pritzker’s order is set to expire April 30th, still allows the state’s 12.6 million residents to head outside to buy groceries and medicine.

Please use this information as a guide for Cancellations and Closures.  Keep in mind that some businesses that are considered “Essential Services” may be closed or experiencing limited hours or locations during this time.  If your business is considered Essential and you are limiting hours, locations or are closed at this time, please submit THIS FORM to NowDecatur. 

***If your business is closed due to the state-mandated Stay At Home Order, please do not submit a form. You can find a list of changes to any essential services listed below, as well as any cancellations or closures announced for AFTER April 30th.  You may submit a form for any events or closures planned for AFTER the April 30th order. 

So what are “Essential Services”?

– Healthcare and Public Health Operations i.e. hospitals; clinics; dental offices; pharmacies; public health entities; licensed medical cannabis dispensaries and licensed cannabis cultivation centers; reproductive health care providers; eye care centers; home healthcare services providers; mental health and substance use providers; and entities that transport and dispose of medical materials and remains.

– Essential Infrastructure i.e. food production, distribution, and sale; construction; building management and maintenance; airport operations; utilities; distribution centers; oil and biofuel refining; roads, highways, railroads, and public transportation; ports; cybersecurity operations; flood control; solid waste and recycling collection and removal; internet, video, and telecommunications systems.

– Essential Governmental Functions

– Stores that sell groceries.

– Food, beverage, and cannabis production and agriculture. Includes businesses that provide food, shelter, and other necessities for animals as well.

– Organizations that provide charitable and social services.

– Media outlets.

– Gas stations and businesses needed for transportation.

– Financial Services – Banks, currency exchanges, consumer lenders, etc.

– Hardware and supply stores.

– Critical trades i.e. plumbers, electricians, exterminators, moving and relocation services, and other service providers who provide services that are necessary to maintain the safety, sanitation, and essential operation of residences.

– Mail, post, shipping, logistics, delivery, and pick-up services.

– Educational institutions – These are subject to restrictions in prior Executive Orders such as e-learning and K-12 school closures through April 7, 2020.

– Laundry services.

– Restaurants for consumption off-premises i.e. in-house delivery, third-party delivery, drive-through, curbside pick-up

– Business that provide supplies to work from home.

– Business that provide supplies for Essential Businesses and Operations.

– Transportation i.e. airlines, taxis, transportation network providers (such as Uber and Lyft), vehicle rental services, and other private, public, and commercial transportation and logistics providers)

– Business for home-based care and services for adults, seniors, children, and/or people with developmental disabilities, intellectual disabilities, substance use disorders, and/or mental illness.

– Residential facilities and shelters.

– Professional service (i.e attorneys, accountants, real estate, insurance).

– Daycare centers for employees exempted by this Order – please call your childcare facility first.

– Businesses that manufacture, distribution, and supply chain for critical products and industries – items such as pharmaceuticals, technology, healthcare, waste pickup and disposal, agriculture, food and beverage, transportation, construction, national defense, and communications.

– Critical labor union functions.

– Hotels and motels.

– Funeral services.

To be clear, even if you work in one of these sectors, your employer should allow you to work from home or take steps to implement social distancing, but they may still require you to come into work when you and your family are healthy.

What’s closed?

The following must be closed:

– dine-in restaurants,

– bars and restaurants,

– entertainment venues (movie theaters, live theaters, stadiums, etc.),

– gyms and fitness studios,

– public events and gatherings

– convention centers.

Changes to Essential Services:

• AMELCA food pantry will be closed until further notice
• Central Illinois Christians in Mission: will be closed until further notice.
• Decatur Conference Center and Hotel will be closed until April 7th
• Decatur Earthmover Credit Union: The Drive-ups at our Dividend Location and Paris Location will continue operating with the following hours: Monday – Friday 9:00 am – 5:00 pm.  We are temporarily suspending drive-up services at our other locations (Aldi Drive, Edward Street in Decatur & Marion Drive in Forsyth). We will only be accepting night drops at the Dividend and Paris locations. – Our Contact Center will be operating Monday – Friday 9:00 am – 5:00 pm. – We will not be accepting real estate loan applications through our website at this time. However, our mortgage department is still available via phone. Give us a call! – As a reminder, we are waiving all foreign ATM transaction fees for members until April 15, 2020. This means our members can use non-Earthmover ATMs without being charged a fee by Earthmover. You may still have to pay a surcharge fee from that ATM’s institution. Here is a list of ATM locations that won’t charge a fee with a DECU card.
• Decatur Housing Authority: The offices of Decatur Housing Authority will be closed to the public through the shutdown order. DHA staff will still be available by telephone. Rent payments may still be made by mail or dropbox. You may report income changes by phone during this time period. Necessary forms will also be available outside of our door at the main office located at 1808 E. Locust Street.
• Decatur Park District is closing its golf courses, dog parks and all public playgrounds on District property until further notice.
• Decatur Police Department: The DPD lobby will close to the public until further notice. If you have an emergency, you are still directed to call 911. For non-emergencies and for citizens needing to file a police report, register or in need of any other information from DPD, you are directed to call 217-424-2711 in lieu of coming to the police department to speak directly with an officer.
• Good Samaritan Inn: will be serving hot noon meals in a grab and go capacity from 11:30 AM-1:00 PM, 7 days a week.
• Forsyth Village Hall is closed to the general public; however, Village services will continue to be provided to the extent possible. Utility customers with questions regarding their utility bills are encouraged to call Village Hall at 877-9445. As always, payment of utility bills can be done via mail, online, or via a drop box located on the north exterior wall of Village Hall, located at 301 South Route 51.
• Illinois Department of Human Services: announces that all Division of Rehabilitation Services’ Offices will close until the end of the shutdown and all Family Community Resource Centers will remain open with reduced staff to follow the Center for Disease Control social distancing guidelines during the coronavirus situation. While FCRCs remain open, IDHS highly encourages customers who can apply for and manage their benefits online to do so at ABE.illinois.gov or by calling the ABE Call Center at 1-800-843-6154.
• Illinois Department of Labor: Cancels All Scheduled Hearings Until Further Notice Due to Coronavirus Concerns.
• Illinois Secretary of State: Jesse White is announcing that all offices, including Driver Services facilities statewide, will be closed. Expiration dates for driver’s licenses, identification (ID) cards, vehicle registrations, and other transactions and document filings will be extended by 30 days through an emergency rule.
• Illinois workNet One-Stop Center and Workforce Investment Solutions: Illinois workNet One-Stop Center and Workforce Investment Solutions will be closed. Staff will be able to work with customers via emails, webinars, and phone. All events have been canceled until further notice. Events include: hiring events, workshops, and orientations
• Land of Lincoln Credit Union (LLCU):  announced today that all LLCU offices throughout central Illinois will begin operating as DRIVE-UP ONLY facilities beginning Thursday, March 19th until further notice.
• Macon County Courthouse: Macon County Court will reduce operations to essential court functions until further notice. For more information click here.
• Macon County Jail: The Macon County Jail will suspend all public on-site inmate visitation until further notice. Off-site visits with inmates will still be allowed via remote visitation through the visitation website at https://securustech.net/.
• Northeast Community Fund:  Northeast Community Fund will operate its food pantry as a “drive-through” pantry during regular pantry hours.  Clients are asked to drive to the south side of the building and remain in their cars so that staff and volunteers can load food boxes into vehicles.  The drive-through will exit onto the Community Care Campus and back onto King St.  Walk-ups will be accepted.
• Social Security Offices: All local Social Security offices will be closed to the public for in-person service until further notice. Our secure and convenient online services remain available at www.socialsecurity.gov.  Local offices will also continue to provide critical services over the phone.
