ICC Reminds Public to Call 811 Before Digging as Part of Safe Digging Month

April 24, 2025 – The Illinois Commerce Commission (ICC) is recognizing April as Safe Digging Month and is reminding both professional excavators and homeowners to call 811 before beginning any digging projects. The annual proclamation, supported by state law, aims to prevent damage to underground utilities and reduce service outages across Illinois.

“The warmer weather can inspire us get started on home improvement projects, but underground utility lines can be unintentionally damaged during a digging project. Remember to call 811 before you dig for projects of any size,” said Doug Scott, ICC Chairman.

Illinois law requires that anyone planning to dig must contact the Joint Utility Locating Information for Excavators (JULIE) by dialing 811 at least two working days before starting. Projects must begin within 10 days of the request, and the locate request remains valid for 25 days. JULIE, which operates a 24-hour service network outside of Chicago, and DIGGER within the city, has been helping prevent utility damage for 50 years.

Failure to call 811 before digging may result in penalties. In 2024, ICC Staff issued 154 warnings and 1,114 citations for violations of safe digging rules, leading to more than $5 million in fines. Utility companies can also be cited for not marking lines on time.

The ICC enforces the Illinois Underground Utility Facilities Damage Prevention Act and continues to educate the public on safe digging procedures. More information and safety tips are available through the ICC’s official resources.
