Richland Community College Leads the State in Advancing CEJA Workforce Initiatives

October 26, 2025 –  One year after its launch, Richland Community College’s Clean Energy Career programs are setting the standard for workforce innovation in Illinois under the Climate and Equitable Jobs Act (CEJA). With 115 actively enrolled students and 77 graduates from its free Bridge Program, Richland is leading the state in preparing a skilled, equitable workforce for the clean-energy future.

Launched in Fall 2024, Richland Community College’s Clean Energy Career programs include Solar Photovoltaic (PV) Installer, EV/Hybrid Technician, HVAC Installer, and Home Energy Auditor pathways. Each begins with an intensive 8-week Clean Energy Bridge Program—free to participants—which provides a foundation in EnRich Essential Skills, clean energy fundamentals, construction math, and industry-required certifications such as OSHA-30 and CPR/First Aid. From there, students progress into specialized training that leads to industry-recognized credentials and direct employment opportunities.

Through EnRich wrap-around services, students receive comprehensive support to overcome academic and personal barriers, including access to tutoring, transportation, childcare, and career coaching. “Our Clean Energy programs are opening doors to high-demand, family-sustaining careers in clean energy,” said Tamika Thomas, Director of CEJA Programs. “From OSHA-30 and CPR/First Aid to advanced certifications like BSP and BA-T, our students are earning credentials that directly translate into job opportunities. This is what equitable workforce development looks like—skills that matter, support that removes barriers, and results that uplift our community.”

The Essential Skills framework within EnRich goes beyond traditional workforce training. It combines life skills, job readiness, and trauma-informed practices such as Motivational Interviewing and the Circle of Courage model to build confidence, resilience, and personal growth. This holistic approach empowers students to succeed not only in their careers but in every aspect of life.

Julian Nelms is a current student enrolled in the program. He shared what this opportunity means to him. “I’m benefiting from CEJA by acquiring the necessary certifications and instructions within the trade fields to better myself, my family, and ultimately my community. The benefits transcend beyond just financial. I also benefit socially, through networking, and building rapport with others to expand professional relationships and potential business ventures. This opportunity quite frankly means everything to me.”

By integrating education, equity, and industry engagement, Richland Community College has become a model for CEJA implementation statewide. Its collaborative approach with employers and community partners ensures that central Illinois continues to drive clean-energy progress while creating sustainable, high-quality jobs.
