November 12, 2025 – The City of Decatur will begin accepting pre-applications for a roof replacement program offered by the Illinois Housing Development Authority (IHDA) on November 17, 2025.
IHDA’s Home Repair and Accessibility Program (HRAP) will assist Decatur homeowners with roof replacements to improve the health and well-being of occupants, while also helping residents remain in their homes. Assistance is provided to qualified homeowners in the form of a three-year forgivable loan with a zero percent interest rate and no monthly payment. Eligible homeowners may receive up to $25,000 for repairs.
Pre-applications will be accepted starting 8:00 a.m. on November 17 through 5:00 p.m. on November 21, 2025 and they will be processed on a first-come, first-served basis. Only one pre-application per household will be accepted. Eligible homeowners must be at or below 80 percent area median income for their household size, current on their mortgage, and own a single-family home in need of roof replacement, among other requirements. Pre-applications can be submitted online starting November 17 at www.decaturil.gov/427/Roof-Replacement-Program.
