February 17, 2026 – Several Illinois programs are offering free income tax preparation services to help low-to-moderate income families and older adults file their 2025 state and federal returns.
Programs available statewide include the Internal Revenue Service Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs, the AARP Foundation Tax-Aide Program, the Ladder Up Tax Assistance Program (TAP), and Code for America’s GetYourRefund service.
Illinois Department of Revenue Director David Harris said IRS-certified volunteers are available across the state to help taxpayers file accurate returns ahead of the April 15 deadline. Illinois Department on Aging Director Mary Killough added that community-based programs can help simplify the filing process and ensure older adults receive the refunds they are entitled to.
The IRS’ VITA program provides free basic tax preparation for individuals earning $69,000 or less, as well as persons with disabilities and limited English-speaking taxpayers. The TCE program offers additional support for individuals age 60 and older, with a focus on pension and retirement-related tax questions. Services are typically offered at community centers, libraries, schools and other local sites.
The AARP Foundation Tax-Aide Program provides free assistance, particularly for taxpayers age 50 and older or those with low-to-moderate income. Volunteers are trained and IRS-certified annually, and AARP membership is not required.
Ladder Up’s TAP program serves families and individuals earning up to $40,000 annually. Participants must be full-year Illinois or Indiana residents, and both spouses must be present when filing a joint return.
GetYourRefund, offered in partnership with the IRS VITA program and nonprofit organizations, provides free tax help virtually, online using free federal and state filing software, or in person.
