Allocation Plan Released by the City of Decatur

June 14, 2022 – The City of Decatur will receive HOME Investment Partnership Program – American Rescue Plan (HOME-ARP) funding in the amount of $1,497,384. The HOME-ARP funds are provided through the U.S Department of Housing and Urban Development (HUD) and are to primarily benefit individuals and families in the following four qualifying populations:

  • Homeless as defined in 24 CFR 91.5
  • At risk of Homelessness as defined in 24 CFR 91.5
  • Fleeing, or Attempting to Flee, Domestic Violence, Dating Violence, Sexual Assault, Stalking, or Human Trafficking (referred herein as domestic violence/sexual assault/trafficking);
  • Other populations who do not qualify under any of the populations above but meet one of the following criteria: Other families requiring services or housing assistance to prevent homelessness, and Those at greater risk of housing instability

A public hearing is scheduled for Thursday, June 30, 2022 at 12:00 p.m. (noon) in the Council Chamber at the Decatur Civic Center.

As a requirement of the funding opportunity, the City of Decatur must submit an amendment for the FY2021 Action Plan and FY2020-24 Consolidated Plan that will include an Allocation Plan for the HOME ARP to outline the use of funding.

A draft of the allocation plan was made available for review beginning Wednesday, June 6, 2022 at the Decatur Public Library and the Decatur Housing Authority and has also been posted online here, Comments and questions may be e-mailed to ActionPlan@decaturil.gov or calls may be made to 217-424-2797.

Written comments should be submitted to the City of Decatur, c/o Neighborhood Revitalization Division, 1 Gary K. Anderson Plaza, Decatur, IL 62523. All comments or questions should be submitted by 12:00 p.m. (noon) Friday, July 1, 2022. Comments will be documented and incorporated into the allocation plan.
